This week at the House Armed Services Committee markup of the National Defense Authorization Act, Rep. Ro Khanna intends to offer an amendment that would strip U.S.-Israel defense cooperation from the bill. 

As your constituent and an AIPAC member, I urge you to reject Rep. Khanna’s amendment. 

As the threats facing the United States and Israel continue to grow in scale and technological sophistication, both countries must innovate faster and more effectively to maintain their military edge on future battlefields.

Section 224 of the FY27 NDAA advances this objective by directing the Department of Defense to expand and strengthen cooperative efforts between the United States and Israel in defense technology research, development, integration, and industrial cooperation. The provision focuses on areas where both countries face common threats, including counter-drone technologies, subterranean and tunnel threats, missile and air defense, and more. Sec. 224 directly benefits the United States and helps keep America strong and our troops safe.

Importantly, the provision requires that all collaborative efforts protect sensitive technology, safeguard classified information, and uphold the national security interests of the United States. The provision does not authorize additional funding or create new programs—it simply ensures existing efforts are more efficient and effective. The notion that the bill merges the U.S. and Israeli militaries is absolutely false. 

I urge you to reject Rep. Khanna’s misguided amendment and continue to support U.S.-Israel defense cooperation.
