General Analysis and Anti Racism That Isn’t About Racism

Dear [Lawmaker],

As a member/ally of the Jewish community, I am writing to ask you to oppose adoption of the recommendations derived from the biased MAPA (Muslim, Arab, Palestinian, & Allied) Report.

A Public Records request on the MAPA report shows some alarming problems with the premise of the recommendations. Based upon these findings, the City Council should exercise caution and be prudent in their decision regarding the adoption of the recommendations. Some of the concerns found:

1.	Potential Violations of CA Laws- Implementation of the recommendations could hold the City Council liable to violation of California Laws, including (but not limited to) AB 715 and AB 2844.

2.	Statistically insignificant sample size- Of the 43 survey respondents to the MAPA survey, less than one-third (12) came from individuals who identified themselves as MAP (Muslim, Arab, and/or Palestinian), while a larger number (17) identified as non-MAP allies. (The remaining participants did not select an identity when completing the survey.)

3.	Misrepresented methodology- According to the authors of the MAPA report, hundreds of interviews were conducted between January to March 2025, however public record requests reveal a significantly smaller number of responses including verbatim excerpts taken from a May 2024 letter written to the Davis City Council at least a year prior to the study.  This raises serious concerns about the integrity and accuracy of the data.

4.	No corroborated evidence- There is no documented record of unlawful threats or vandalism in Davis to support a claim of "systemic" discrimination.

5.	Compelled Speech- Mandating training based on the report’s flawed framework could force employees to affirm specific ideological views, violating the First Amendment’s bar on compelled speech.

6.	Lack of Constitutional Neutrality- The City has a duty of neutrality. Singling out one political movement for special "commitment" risks violating the Equal Protection Clause by privileging one group’s narrative over the lived experience of others.

7.	Jurisdictional Misplacement- Most incidents cited in the report occurred on the UC Davis campus (e.g., at the illegal encampment), not within the City’s jurisdiction.

The Davis Human Relations Commission report on the experiences of Muslim, Arab, Palestinian, and Allied (MAPA) communities privileges the political ideologies of predominantly non-MAP (Muslim, Arab, and/or Palestinian) individuals in order to marginalize and denigrate the city's Jewish residents for their religious traditions and cultural heritage. The aim of the recommendations of the MAPA report is to provide a legal framework for the lawful discrimination of the city’s Jewish residents.

Adopting these recommendations would transform the City from a neutral governing body into an institutional endorser of partiality. Because the recommendations assign collective moral blame to Jews and relies on unverified, unrepresentative data, the Council should explicitly reject them to preserve public trust and constitutional integrity.

I urge the City Council to reject these recommendations. Davis deserves a process grounded in integrity—one that takes seriously the pain of all of its residents without resorting to the vilification or erasure of others. Truth matters.
