Oregon is in the middle of a housing crisis, yet lawmakers are pushing SB 54 and SB 722 — two deeply flawed bills that will drive up costs, discourage housing development, and make it harder for providers to operate.
SB 722 bans essential software tools that help law-abiding housing providers set fair rents and slashes the rent cap exemption for new housing from 15 to just 7 years.
SB 54 forces costly cooling system upgrades on multifamily properties by 2026 and all rentals by 2036 — without funding to help providers comply.
