Carbon capture and storage is a critical technology to Texas maintaining our role as the Energy Capital of the World. We urge you to share the following letter with the EPA, encouraging its approval of the Texas Railroad Commission’s application for Class VI Well primacy. While states like Louisiana and West Virginia have received quick approval, the Texas application remains in limbo. Continued delays jeopardize Texas jobs and local economic benefits, as the industry may look elsewhere. Let the EPA know that we are ready to lead in CCS.

Achieving lasting energy security in the United States will require deploying technologies that both strengthen production and support environmental progress. Carbon capture and storage (CCS) is one of those critical tools. As global competitors like China move swiftly to secure their own resources and expand their influence, it is more important than ever for the U.S. to lead in energy production and cutting-edge technologies that will define the future. One of the clearest opportunities before us is to approve Texas’ application for Class VI well primacy.

The Texas Railroad Commission brings decades of experience to this task. As the regulator of the nation’s largest and most complex energy sector, the Commission has the technical expertise, personnel, and institutional knowledge needed to administer Class VI permitting effectively, while fully upholding the EPA’s environmental standards.

Local control is not simply about efficiency but about ensuring that decisions are made by those who understand the unique characteristics of our region’s subsurface geology, industrial footprint, and community needs. The Railroad Commission has built trust with local stakeholders and is best positioned to carry out permitting with both speed and accountability.

Granting Texas this authority would unlock a proven, safe technology with decades of successful use along the Gulf Coast. By permanently storing carbon dioxide deep underground, CCS strengthens our industrial base, reduces emissions, and supports continued growth in domestic energy and manufacturing.

Texas is uniquely positioned to advance CCS at scale. One-third of all Class VI permit applications submitted to the EPA come from our state, reflecting not only the demand but also the readiness of our energy and manufacturing sectors to lead. Texas is ready to be a global leader and keep our industries competitive.

Approving Texas’ Class VI primacy application will accelerate innovation, enhance energy security, and drive long-term economic growth in Texas and across the country. By enabling Texas to permit and oversee CCS projects directly, primacy will provide regulatory certainty, a critical factor for large-scale investment in energy infrastructure.

This certainty is especially vital for power generation and manufacturing sectors that are working to lower emissions while maintaining reliable, affordable output. With primacy in place, Texas can more effectively support these industries by accelerating the deployment of CCS alongside existing operations, preserving their competitiveness in a global market that increasingly demands low-carbon products and processes.

From petrochemical plants along the Gulf Coast to natural gas-fueled power stations serving millions of households, Class VI well primacy will help ensure Texas remains the destination for energy-intensive manufacturing, while positioning U.S. producers to lead in the global shift toward cleaner, more efficient industrial production.
